QUOTATION: In a scheme of policy which is devised for a nation, we should not limit our views to its operation during a single year, or even for a short term of years. We should look at its operation for a considerable time, and in war as well as in peace.

Clay served in the House of Representatives 1811–1814, 1815–1821, and 1823–1825; he was Speaker every year except 1821. He was a senator 1806–1807, 1810–1811, 1831–1842, and 1849–1852.
