Purpose: The purpose of this report is to summarize the findings of Huskie Consulting’s analysis into payments made to personnel working for the City of Chicago. This report analyzes (1) salaries, (2) overtime pay, (3) reimbursement expenses, and (4) employee indebtedness to the city. Specifically, this report seeks to identify notable trends and any areas of spending that should be examined further to reduce personnel costs in the City of Chicago. Following the Department of Police is the Fire Department, with a budget of $.5 billion. Being the city’s largest department by more than double the next largest department appears to have an effect on the annual budgeting process. Over the past three annual budgets (years 2014, 2015, and 2016), the Department of Police has been approved a budget larger than the recommended departmental budget; growing nearly $100 million dollars over the three-year period (Exhibit 2). The City of Chicago will reimburse up to 100% of tuition costs for two courses per academic period for full-time employees (“Employee Resource E07-02,” 2013). Exhibit 9 shows descriptive statistics for reimbursement expense per employee. The average total reimbursement expense per employee was $6,488; while the highest amount reimbursed was $31,627. However, 45.9% of total reimbursements are for less than $5,000 (Exhibit 10). The wide range of reimbursement amounts is most likely due to public versus private institutions and the often significant difference in tuition costs. One potential area of savings for the City of Chicago would be to develop an annual maximum amount of tuition reimbursement, instead of doing 100% of tuition costs for two courses per academic
