These individuals are trained to respond to outbreaks and other disasters and their response is to find out why people are getting sick, how they can prevent the disease from spreading and importantly, how to save lives and protect people. These officers are like detectives and use investigation measures to look for clues on how an outbreak happens. They look for germs, viruses, and bacteria or other types of samples in locations when an outbreak is occurring. The Centers for Disease Control and Prevention also uses their network to alert the health care community of recognizing and assessing an outbreak so that they can distinguish it on patient level care and a first contact basis. For one, as a health care regulatory agency they act as a supervisor role because they have laws, regulations and policies that represent a majority of the Public Health sector as well as the Department of Health and Human Services. One of the ways the CDC has an impact on health care delivery would be their ability to monitor illnesses such as the flu and be able to calculate the need and demand for vaccines. Their surveillance helps greatly in the delivery because they are able to make sure that patients and communities are able to receive vaccinations for illnesses such as influenza. The CDC in partnership with their health care allies are able to maintain the delivery of health services for illnesses such as an influenza pandemic by making sure the resources of staff, supplies and medicine are available to communities. Based off of CDC reports, private companies and local health care providers are able to see the influx of flu doses and shortages as well as deliveries and delays. Based on reports from the CDC, they are also able to see how much the Federal government uses on doses of influenza for certain flu seasons. They are also able to see whether a shortage will fall on the U.S if other illnesses such as the bird flu impact other countries. This in return gives them information about the demand for flu shots for Americans (The Charleston Gazette,

State health departments are responsible for multiple areas in regards to providing health care services to the people of their state as designated by the U.S. Constitution. (Niles, 2018, p.98) One main role of the state health department is to "monitor communities to identify health problems". (Niles, 2018, p.98) This includes creating and implementing laws and regulations to promote the well being of their citizens, and to work with federal programs to use them on the state level. According to the American Public Health Association, "The state health department's mission to advance community health is carried forward through four basic functions: (1) health surveillance, planning, and program development; (2) promotion of local health coverage;
Fifty-five percent of state public health organizations are structured as free-standing or independent departments within state government and forty-five percent are located within the umbrella such as the U.S Department of Health and Human Services (DHHS). Umbrella organizations are responsible for various types of health and public health services, such as Medicaid, public assistance, state mental health services, and long-term care. Public health services are distributed on a district or local level through several organizational structures. These organizational structures have an impact on the distribution of public health services (The Structure and Organization, 2017). Furthermore, all states must establish clear organizational strategies for public health accountability. States must have a department of health that assembles all primary health-related functions within a competent administration. The department must focus on disease control and health promotion, environmental responsibilities, and health regulations for occupations. Also, the federal government should determine structures or systematic changes that would be relevant to improve the federal government ability to meet the objectives of public health leadership. State and local agencies must strengthen environmental

Public Health is an important issue which directly affects all citizens of the United States. The administration of public health is not an issue that the citizens of the US realize directly affects them. The Obama administration and the Trump administration showcase two different approaches to the public administration of something like public health which affects all of us. The issues of the Affordable Care Act and health insurance are but two issues in public health. Other important issues include women’s health, health of the physically-impaired such as the blind, and vaccination of children. How is public health influenced by the government and by the administration of that government? Well public administration and governmental decision-making are products of civil servants and political actors such as the President or congressmen. That decision-making power and the administration of that power directly influence health policies and decisions related to public health. Both former President Barack Obama and current President Donald Trump held public health and the administration of that public health as important issues of their administrations, but each has handled or handled the problems of public health differently. This essay will first examine the Department of Health & Human Services as a system of public administration that directly influences public health in the US. Then this essay will take a comparative approach in examining the administration of public
