Upon arrival, Officer Wheeler activated his (BWC1) body worn camera which was later uploaded to evidence.com. As our patrol vehicle pulled up to St. Luke’s emergency room entrance, I viewed a male later identified as (RV1) Devinelle Lavaughn Broussard with a cellphone in his hand attempting to prevent a female, later identified as (B1) Eleasia Ashanti Fraise, from throwing a (EVD1) red brick. I next saw Fraise throw the brick at a parked (D1) silver BMW, located along the south side walk. The brick fell to the ground and Fraise went to picked it back up. Fraise picked the brick up and moved in the direction of our patrol vehicle with the brick at shoulder height. I parked the patrol vehicle and immediately got out drawing my firearm to a low ready. Police Officer Jones, in full uniform, was walking the midnight shift in a high-crime area at approximately 2:00 AM and is approached by a civilian who told Officer Jones she had been robbed and beaten by someone wearing a red shirt and white pants. The victim’s shirt was blood soaked from a severe laceration to her head and lip. She said the perpetrator was wearing a ski mask so she was unable to determine the gender/sex of the individual, as well as the race/ethnicity. On 05-11-16 at approximately 1800 hours, I was dispatched to a concerned citizen in the justice training center neighborhood. I arrived at 1810 hours and a white male adult with a mustache approached me, later identified as W01-Walker. He said his neighbor was being a nuisance because the couple living there are always arguing. W01-Walker said, “It is a necessity that you go talk to my neighbors” and “this neighborhood was livable before they moved in.” I radioed dispatch that there was a possible domestic violence dispute next door and told W01-Walker to stay inside. My partner arrived and we went next door.

On 10/30/2016 at 0251 hours Ptlm. David Stamets and I were dispatched to the unit block of S. White St. for multiple males in the road fighting. We arrived on scene and I observed three males walking toward Main St. I instructed the males to stop, but they did not comply with my request. The males looked back and continued to walk away. I again gave verbal commands for them to stop, two of the three males stopped, while one continued to walk away. I walked to the two males who stopped while Stamets proceeded in the patrol car to make contact with the third male, who he caught up to.

On 11/02/2015, I, Chad Agnew, was working as a patrol officer for the Wichita State University Police, Wichita, Sedgwick County, Kansas. At approximetely 2222 hours we went to Omega Ct. to assist Sgt. Garwood since he was out on a suspicous character and another call on Omega Ct. Sgt. Garwood advised us to go to the Delta Delta Delta house at the end of the block and speak to the reporting party. I went and made contact with Julie Nolte and Dakotah Gilmore who were inside the residence. We went to a back room and closed the door.

On March 4th, 2018, I, Officer Albert, was working as a Police Officer for the Wichita State University Police Department. At approximately 2349 hours I was dispatched to lot 16 for a safety escort to Shocker Hall. I arrived in lot 16 at approximately 2349 hours and parked on the north side of lot 16. I was approached by three female students affiliated with Wichita State University. I started my safety escort at approximately 2352 hours, starting mileage 25347.5 for three female students to Shocker Hall. The three students were later identified as Katriana Kisner WSU ID# U763B596, Nora Dooley WSU ID# W543D237, and Caroline Boesen WSU ID # N627J492. I arrived at the north side of Shocker Hall at approximately 2353 hours, ending mileage 25347.7.

On 07/14/2015 D/S Sorensen #6290 responded to 3571 Old Bartow Eagle Lake Road, Bartow in reference to a robbery with a firearm. Upon her arrival she met with the victim David Eugene Cody. D/S Sorensen learned that while the victim was standing outside of his residence an unknown black male with a bandana covering the lower part of his face approached him with a silver handgun. The unknown male stuck the handgun to the victim’s and demanded money. The victim got into struggle with the suspect, and during the struggle the bandanna fell off of the suspect’s face. The victim recognized the suspect. The victim gave a description of the suspect.

On the above date and time, I, Officer Marion, was dispatched to 100 Shasteen Street for a domestic assault that had already occurred. The complaint, Cherlyn Trussell, told dispatch that her husband, Mr. Charles Trussell, had assaulted. She told communication that Mr. Trussell cocked a firearm, and then shoved her in the closet. Ms. Trussell meet Deputy Machuta at the police department, to explain what had happened. She stated that her and Mr. Trussell got into an argument, during the argument, he went and grabbed his firearm and cocked it, making a bullet fall out, and pushed her in the closet. In fear for her life Ms. Trussell yelled she was going to call the police making Mr. Trussell retreat. The victim was unsteady on his feet, had red glassy eyes, and strong odor of an alcohol substance. He advised that he was at a family party earlier tonight and was drinking. He decided to go to the store at Cheek Road and Hardee Street to purchase some cigars. He left the store to go back home and somewhere on Holloway street, a red Toyota Tercel in front of him stopped and three black males occupies got out of the vehicle and started walking towards his vehicle. I, Sgt Noe 1737, arrived on scene to interview the suspect and witness. Suspect stated he attempted to break up a fight when he was attacked by someone he thought was a plain clothes Officer (Bouncer Hunter Knight). Officer Herman was in full uniform. Suspect apologized for his behavior and requested leniency. I observed the suspect to have minor scratches on his face and tazer prongs in his lower abdomen. Witness, Hunter Knight, statement was consistent with Officer Herman's statement. Crimelab was summoned to Ft Sanders for photographs. Officer Herman's car was out of video range and the camera had powered down prior to the incident. When Officer Loveday arrived to assist, the suspect was in custody with no further incident.

P Kings claims he was integorrated by MOS Tepperman who questioned him about drugs being in the car. P alleges that he informed MOS Tepperman that there was no drugs in the car. P claims he was strip searched and made to squat. P claims that he was further integorrated by Impersonation Unit. MOS state that they were from Queens Narcotics and were conducting a buy and bust operation. MOS Rosario caused traffic backlog when he arrested a female (non-party). MOS Tepperman, Owen, and Hoosack arrived at the location and MOS Tepperman and Hoosack were directing traffic. MOS Tepperman was directing cars to turn around at the intersection when he observed P King’s car with the windows rolled down. MOS Tepperman approached P King’s car to ask him to turn around and smell marijuana emanating from the car. MOS Tepperman, Owen, Hoosack asked P King and Saladin to exit the car and took them to back of the vehicle. MOS Tepperman, Owen, and Hoosack searched the car. MOS Tepperman recovered an imitation NYPD shield from inside the car near the gear shift, mace, numerous PBA cards, and police light packet. MOS did not search the hood, trunk or glove compartment.

I offered Officer Johnson union representation, which he declined. Officer Johnson stated he was on the parking complaint on Sheldon Ave, when he cleared via the computer. Officer Johnson stated he then returned farther down onto his cruiser district patrolling. Officer Johnson stated he was not actively working, (meaning being proactive) due to the staffing being short. Officer Johnson stated as he was on E. Hinman Ave at S. 8th St. he observed a pizza delivery man at the corner when a known drug dealer walked from a back yard towards the delivery man. On 10/01/2017 at 0014 hours, FTO Roman #2373 and I responded to 1346 Vermont St. regarding fight between a female and an individual she had a restraining order against. Dispatch advised that the suspect was a Latin male adult, approximately 28 yrs, 5’10, wearing a black jacket and black pants. Officer Roman and I were in full police uniform and driving a marked patrol vehicle when we responded. On 09- 01-2017, at approximately 5:49 p.m., I, Security Officer Eric Scott, while performing security at Penrose Library 20 North Cascade. Contacted a man in the computer lab who I encountered earlier in the day. He was a black male, approximately 155 lbs., 57-70 inches tall, 20-25 years old, black hair wearing a green sweat shirt, blue shorts and tan tennis shoes. His hoodie sweatshirt was unzipped laying bear his chest and midsection. I had asked him to zip it up in order to be more appropriate, and he had. When I return to the computer lab he had unzipped again and He made clear he was not interested in following my earlier instructions.

On April 05, 2016 at approximately 1518 hours, I was dispatch to 2004 Pine Street in reference to a death investigation. Upon my arrival, I met with Detective Campbell who was the lead Investigator at the scene. Detective Campbell stated that the victim neighbors reported a strong smell coming from the victim’s (Cortiz Lazarz) residence. The neighbors called 911 and Officer Volk was the first responded officer on scene. Defective Campbell and officer Volk stated that the victim located on the living room floor, fazing the south from the residence. Detective Campbell requested I process the scene for evidence and documentation.
