For this paper I will be discussing a journal article that I found on Estimating the Final Cost of a DOD Acquisition Contract. The reason I chose to use this article is it shows from our reading the difference in historical data being used to estimate the cost of a project government project. As a potential remedy, this research utilizes the historical contract data reported in the Defense Acquisition Executive Summary database and provide to the analyst a set of five working multiple regression models. This information discusses the different ways of using these models and doing simple math in trying to predict the final cost of a project. The information showed that there was no real good way of estimating the final cost of a project, but it did show the importance of accurate estimates are essential for detailed planning and programming of the limited Department of Defense budget. Many contract factors, such as contract phase or baseline changes, affect the performance of these methods (White, 2011). The information from this journal showed different ways of analyzing the data that was available to figure out costs. This showed from the historical stand point of cost estimation. It would have been hard to look at the other two methods such as the top-down or bottom-up. This was a broad basis of projects that had already completed. The top-down method would not work since they are already dealing with finished projects. Top-down projects estimating is done when management needs to look at a project and compare it to prior successes (PMI, 2008). The bottom-up is used more towards the beginning of a project. It is more accurate of the two others that have been discussed but would not have worked in this

Cari Connell leased an apartment from Maryland Arms and experienced a fire due to a hair dryer that was plugged in by Ms. Connell. Maryland Arms repaired the apartment and sent a bill to Ms. Connell for a total of 8,533.81. Ms. Connell did not pay and was evicted and taken to court by Maryland Arms. Ms. Connell argued that the fire was accidental in nature and not by negligence which neither the lease nor Wisconsin permitted claims for damages when they are not caused by negligence by tenant. ABI is using a top-down process in this project, meaning that determination of the final budget comes almost strictly from a compilation of experiences and judgments of the top and mid-level managers in the company. The higher-level managers break down costs into major categories, pass down their cost estimates to the next lowest level, lower-level managers break the major categories down into subcategories and so on until the estimation process reaches the lowest level of the company. By the end, each level knows the specific amount of money that it is allotted to complete the project tasks required at that level. Because the project is so extensive in price and risk, it would have been smarter for them use a bottom-up process which would have involved the employees who would actually be part of the work team so that management could get a more accurate estimate of the time and money that would be required to complete the project.
