This essay discusses the effects of the police organizational culture on a Police officer’s ability to make independent decisions.
Every culture is composed of four elements: “values, norms, beliefs, and expressive symbols” (Peterson, 1979, p. 137). Each police officer is influenced by the police organizational culture during training. After graduation fro the police academy, the officer is influenced by the more experienced officers of the department. Research conducted by several authors has found that peer influence never ceases even after years of experience in the field.

The belief systems found in the police organizations is the idea that crime is only fault by police officers who dislike patrolling of their local communities. Police are above the law in a secrete brotherhood , while the general public are ignorant, obstructive and overly demanding. The anarchic ideas embedded into the officers can lead to misuse of power, misconduct and corruption.
The composition by recruiting officers is to manufacture loyalty and conformity by implying the craving to seek approval during training and later by experienced officers during their career. Leading officers frequently influence new recruits by their unethical behavior and poor decisions making. Many officers are aware of the wrong behaviors, while others justify their actions by the principles “us versus evil” that “justifies all that police do to control their turf, including righteous abuse of suspects and malcontents” (Crank, 1998). Most officers will follow their footsteps out of fear, rejection, and becoming cut off from the organization.
Although, a small percentage of officer keep their common sense and independent decision making skills in their job performance; to avoid becoming an outcast officers adhere to the “code of silence” out of survival. In other cases, police corruption and misconduct may be explained by individuals and individual faults- behavioral, psychological, background factors, and so on.
“Somebody didn’t sleep through ethics training” (Ayer and Fuqua, 2001). This statement made by an officer in the movie Training Day, best exemplifies a major theme of the movie. Training Day should be shown to rookie officers as an example of how a police subculture can allow officers to abuse power. The movie is an over exaggeration, but provides depth and detail into certain situations officers may find themselves in. This paper will look at the specific concepts of a police subculture that officers may encounter.

Reforming recruit training is the most common response among police agencies attempting to deal with corruption. There is, in this regard, a straightforward link between training, competence and malpractice/corruption. Straightforwardly, the better officers are at using legitimate means, the less they will need to have recourse to illegitimate ones. Police agencies that train their officers, and provide them with the resources they require to achieve the goals of the job legitimately should find that its officers are less likely to fall into corruption or misconduct.
Police corruption can also be explained by the lack of protection and security police feel they have. They also feel like they are being disrespected by individuals in society, which is why they rely on the subculture for protection and support (Skolnick, 1966). New officers need to know that no profession demands a higher ethical standard than law enforcement. Whether or not there are other careers that require a similar dedication to doing the right thing, it is undeniable that there is a tremendous degree of expectations placed upon police officers. Every officer knows, or at least should know by now, that they live in a fishbowl. Friends, relatives, neighbors and strangers watch every move law enforcement officers make, both on and off duty. Law enforcement (police) subcultures have specific set of moral values and a certain mentality exhibited by those in law enforcement. It’s always the public against the police so they form an alliance for supportive reasons. However, people may believe police subculture is breaking down. Police subculture is breaking down because it is inconsistent with the formal morals and values related to the culture and that police are not the same as each other in their qualities and attributes. Examining ethics and its relation to the police subculture is important to help delineate not only the grey area of ethics but also the grey area within which the police operate (McCartney and Parent, 2015). Police executives have always had different issues within the police department. Most police executives try to find a quick fix in order to solve the issue of police misconduct. Police misconduct is defined as inappropriate action taken by police officers in relation with their official duties (Police Misconduct Law & Legal Definition, n.d.). In order to solve this issue, one must acknowledge their different challenges, overcome the “code of silence”, and find out the role of organizational culture.
When this loyalty to the subculture becomes too strong, the unity that follows can adversely affect the ethical values of the officers (Martin 2011). This type of work environment causes officers to feel like they are doing what is wanted by their organizations and the public and the officers may continue with the behavior because the pressure to produce results is greater than that to follow the rules. A law enforcement department might choose to punish an individual, but the fear of punishment usually is not enough to change unwanted behavior (Martin 2011).
Police “officers work and live in a constantly changing environment in which they are exposed to a myriad of ethical conflicts. When either unprepared or unaware, police officers are more likely to “go with the flow” than they would be if they were adequately prepared to face potentially ethical risks.” (Gilmartin & Harris, 1998) Most ethical violations are committed because the officer is exposed to a situation in which he was inadequately prepared. The lack of time to think about the situation before committing an ethical violation has detrimental life changing consequences. Police work can be very exciting and very rewarding but if not properly prepared and trained an officer can easily find himself involved in an ethical violation. Understanding the issues and being mentally prepared will help police officers become more responsible and make better
Police sub-cultures are defined as a blue wall so to speak. It is an unspoken rule between law enforcement officers and their loyalty to each other. It is a bond that law enforcement officers form after working together for a long period of time. When the bond has been formed between law enforcement officers, their loyalty to each other is stronger than the sworn oath taken to become a police officer. This does not affect their agency’s code of ethics, but it affects their own morals.
Police subculture undermines ethics and has a constant influence on officers’ decision-making process, which ultimately leads to misconduct. Police, like most professions, have a secretive yet unique type subculture because the lifestyles of its members are significantly different. Law enforcement officers tend to befriend other officers or people with similar roles within the criminal justice system. Many times, friendships extend to firefighters and other civil service personnel to include military members.
There appears to be a lack of research applying a multicultural organizational change mode to a police department. To change racial tension between the police and African American’s the previous must be addressed, but also there is a need to educate police officers on cultural differences, in an attempt to have a culturally competent police force. This would be done without blaming or shaming of the police officers, but simply addressing differences to avoid having a situation escalate as a result of a misunderstanding that is a result of a culture difference. These cultural differences will most certainly be part of the continuation of racial tensions unless they are understood and taken into account by police officers in their interactions with minorities and particularly African Americans.
Some argue that corrupt police officers are simply the product of a corrupt culture of the agency they work for. These officers are socially introduced to a number of informal rules when they begin employment. This process and these rules serve two main purposes. First, this process is designed to minimize the chances of external or internal controls being mobilized to address the behaviors and, secondly, to keep corrupt activities at a level that is acceptable and likely undetectable. The rule most often referred to in this connection, is the “Code of Silence.” Officers are socialized into not cooperating with investigations regarding fellow officers. Whether or not the officer participates in corrupt activities for financial gain, an officer’s adherence to the “Code of Silence” places them squarely amongst the corrupt of the profession (Price, 1972).
