Federal, State, and Local Levels of Law Enforcement

In the United States, there are city, county, state, and national police forces. They have very difficult and dangerous responsibilities. These public servants are required to perform many different jobs. They enforce laws and maintain order. They teach people how to help prevent crime and to protect themselves ( Mittleman, 2000). They offer assistance and take charge of many different situations such as car accidents, flooding, and hurricanes. Police

State agenies and policies are complex to say the least. Unlike federal government the state dose not have the “control over the functioning of theses agencies (Marion & Oliver, 2006 p. 356).” The state however can set policies along with procedures that the law enforcement agency is to follow. The state level is also able to set standards for training, certification along with recertification all of these local law enforcement is required to follow what the state sets. The state also is a go between so to speak for the local and federal agencies. If there are grants for instance it may be given to the state and then the state will pass it on to the local agenicies.

In the United States, there are three levels of law enforcement; the lowest level is local law enforcement agencies that include local police as well as sheriff departments. The next echelon in the chain is the State agencies that include state or highway patrol, the top tier is the Federal Agencies that not only include the FBI, but also the Secret Service as well. Each one of these agencies consequently has a unique extensive past.

Law Enforcement officers have one of the most critical jobs in the United States. Their lives are always on the line and they are of high regards. This means they cannot fail! The results of their jobs do not only depend on their actions but also on the people. What this means is the community has a huge role when it comes to solving crime. Though many people may not believe it, they are the key to a successful crime prevention community. The people of the United States don’t really understand both the positive and negative effects that community policing actually brings. Some may say it is very dangerous based on their experiences. Others may say it’s the best way to do away with crime. Today the two will be compared and put to test by true officers serving our country. The facts will be stated and questions will be answered. Let’s take a look at what community policing is really all about!

Terrorism has always existed in American policing, and while the groups committing these acts have changed, their intentions have not. Their intentions being to cause maximum fear and scare those who they target into doing and following their ideology. In the 1970’s and 1980’s in America, the main terrorist groups were associated with the environmental movement and race based groups, while other parts of the world were dealing with Islamic extremists, were committing terrorist acts across the Middle East without much intervention from the United States. In fact the group Al-Qaeda, who attacked the World Trade Centers in 1993 and 2001, found its roots in the 1980’s fighting the Soviet Union in Afghanistan with weapons supplied by the Central Intelligence Agency. While the U.S. Federal Law Enforcement agencies knew of these groups, they underestimated the capabilities of lone wolf, small cell, and whole terrorist organizations. This was due to the fact that the Federal Law Enforcement agencies top priority was general crime such as organized crimes and white-collar crime.

Since the beginning years of American history and basically every other country has been kept safe by the police or police type department. In the United States, there are three levels of law enforcement, there is the Federal level, the State level, and the Local level. The levels of law enforcement have various duties but most duties are very similar. Every day in the field is very different. The job can also be extremely stressful, and law enforcement professionals need specific training to succeed. A career in law enforcement is a secure job to have because crime never stops. What is law enforcement? It is a system where members of society perform in such manner to enforce laws by discovering, deterring, rehabilitating, or punishing the members of society who violate the laws that protect society. In other words “The generic name for the activities of the agencies responsible for maintaining public order and enforcing the law, particularly the activities of prevention, detection, and investigation of crime and the apprehension of criminals” (BJS).

The United States uses police officers on three different levels to deal with citizens that violate the laws. The local, state, and federal agencies operate on different levels. Maintaining order and service functions, purpose of policing is to do investigation of suspected criminal activity and refer criminals to the American court. Police is needed to help maintain peace and order within the United States. Many critics feel that the policing is unorganized and nonfunctional.                 There are multiple branches of law enforcement.  Most often, the first to come to one’s mind are city, county, and state.  However, wildlife resource officers and park rangers are also considered part of law enforcement.  These individuals enforce the state laws for wildlife preservation, such as hunting game out of season, keeping fish over the daily limit, hunting/fishing without a license, etc.  Law enforcement officers wear an assortment of uniform colors depending on the branch and jurisdiction.

The goals and objectives of the federal, state, and local law enforcement agencies differ in what they can each handle. As a whole, they have the objective to protect and serve the public, but separately, each branch, federal, state, and local handles their own sections of the government services. For example, the federal law enforcement agencies have goals and objectives that involves the protecting of our border, making sure that we are enforcing customs regulations, as well as upholding immigration laws. The state law enforcement goals and objectives are lie with highway patrol, investigations, and emergencies that extend beyond the control and power of local law enforcement agencies (2008, Matrix Group). The principle role of police organizations is to uphold and enforce the law. Police organizations achieve this by safeguarding life and property, maintaining public order, and through detecting and preventing crime. Policing at the state level is composed of separate police organizations. At the state level we have the City or Local Police, County Sheriff and State Police, also known as Highway Patrol or State Troopers. The U.S. government gives each state the authority to self-govern so each state has its own Penal Codes and every state policing organization follows its own Penal Code. Policing at the Federal level is composed of the Federal Bureau of Investigation (FBI), Secret Service, U.S. Customs and Border Protection, and the Bureau of Alcohol, Tobacco and Firearms (ATF). Federal policing agencies oversee all federal laws.

Law enforcement officers must be aware of the laws governing the state they work in and analyze every action the decide to take. The number of statutes and laws is enormous. For example, there are more than 20,000 federal laws

The law enforcement community operates and has similarities like the military. They both have some type of basic training. They wear uniforms, have a rank structure, policy and procedures govern their actions, and in most cases have a politician as their commander or chief. Small town Holdrege, Nebraska is where I decided to look a little further into law enforcement on the State level. There are quite a few State Troopers in this area, or it seems to be that way anyways. I contacted Sargent John Wagner for an interview. I have to say these men/women in uniform are slightly intimidating. I’m not sure if it is the uniform, or the fact I grew up thinking these officers of the law are just that scary. I guess we shall see once we begin the interview.
