Through twenty dams and reservoirs the CVP facilitates the collection and delivery of water for irrigation, municipal, and industrial use, as well as producing hydropower, providing flood control and recreational facilities on their reservoirs. The Colorado River is shared by several states due to the large capacity of water that it holds and its proximity. These states include California, Mexico, Arizona, Nevada, Utah and Wyoming. The Colorado water compact is a 1922 agreement that was signed by seven states within the US to govern the sharing or water resources along the Colorado River. Since the development of the compact, California has been the most disadvantaged state since it uses water that has been already used up by other states. Before the compact, most of the states that use the water were in conflict due to the unfair allocation of the water resources. The allocation led to the development of the upper and the lower basin with the division point at the Lee Ferry. Some of the states got more allocation than the others while some did not get any fresh water (Sally, 2012). Right now there is a drought in California and it is due to the water usage. Bach in the gold rush due to miners mining for gold, the rivers became polluted and freshwater became limited. After the earthquake in San Francisco that cause a big fire, San Francisco was in dire need of water so they made a plan to built a dam in Hetch Hetchy. When multiple business come together with the same goal in mind, there can be more of an impact made. An example of this being the United States Climate Action Partnership, which was a group of businesses and environmental agencies that came together working toward the common goal to lower greenhouse gas emissions. The USCAP would be responsible for creating the Call for Action which provide principles and recommendations to help create United States climate change legislation. In 2009 the USCAP members would continue their diligence and would create a blueprint for legislative action that would eventually become the basis for the Waxman-Markey climate change bill (HR2454) that would pass the United States House of Representatives in 2009. The San Luis Rey River Watershed in southern California encompasses 562 square miles of land and is the third largest watershed in the San Diego region. San Luis Rey river is a small tidal wetland where fresh river water meets the coastal salt water. The San Luis Rey River Watershed is located in northern San Diego Country and is bordered to the north by the Santa Margarita River Water and to the south by the Carlsbad and San Dieguito River Watersheds. Major water bodies in the watershed is Lake Henshaw and the San Luis Rey River.
In many cases water is a needed substance to live, but in some cases it is not. The writer of, The Wrong Way to Think about California Water, states that some of us think that individually we are causing a drought but in reality we are not. We think we cause the drought by taking a long shower, leaving the sink running, and watering our plants excessively. The writer shows how the golf course and not having turf causes problems, and he is right. A golf course uses excess water, and even if they do recycle, they don't need it all. Also, there is no shame of having turf, it is not right for some people to manage their water supply while farmers get to use it as they want.

The efforts of this project rest on the communication and teamwork with addressing issues and concerns from the mayor of Kelsey. The following paper will discuss the concerns that Kelsey’s mayor has with the methods utilized in building effective relationships with teamwork among city employees and with the motives and values with building teamwork. The paper will describe the communication factors that need to be considered that will have leaders and stakeholders in one accord with the implementation of the water plan. The leaders and stakeholder also have to be in agreement with the tax increase to support the project. Additionally, the paper will discuss the positive and adverse effects of how communication gets handled as well as the leadership methods that will motivate stakeholders. What is the point of taking the water for the farm to make food if the people in the town need water to live also? California has been in a drought for 4 years now and the farmers are drilling wells and taking all of the water from the town for themselves. I think they should make a law. They prove them because it says that people can not do their laundry or drink water or wash dishes. It says that it affects prices and that it costs farmers a lot of money. You have to beg and pay extra to have them drill wells and they have to buy less stuff to be able to pay people to drill wells.
