Pinellas County Economic Development
The Pinellas County Economic Development Department (PCED) oversees the economic development initiatives in Pinellas County. Implementing project management activities across the organization helps PCED create a strategic value chain that ensures a successful delivery, particularly in projects that carry a high level of risks.
I. Initiation
Project initiation is the first stage of a project. The idea of the project is established and examined for effectiveness, feasibility, and value that it will bring to business, residents and the economy of Pinellas County. During this stage, decisions are made regarding who will be the project manager to carry out the project, how the project team will be formed, which departments or municipalities will facilitate the project, and whether the project has adequate support among officials and communities involved.
Team Member Selection
The PCDE must use the following a two-step process to create the highly effective and efficient team. First, the team must identify the issues at hand. Second, the management and human resource department must select the desired skills that match the needs of the objective. The following skills will be used as criteria needed to be selected for the team.

Anyone who's ever worked on a project in a technical setting knows this. Indeed, much of working with others consists of solving unexpected problems and learning from mistakes along the way. Knowing this and having the proper tools a project manager will be able to manage and complete the most intense project out there.
Construction projects can be extremely complex and fraught with uncertainty. Risk and uncertainty can potentially have damaging consequences for the construction projects. Therefore nowadays, the risk analysis and management continue to be a major feature of the project management of construction projects in an attempt to deal effectively with uncertainty and unexpected events and to achieve project success. Risk is inherent on construction projects and disputes frequently arise. One in four construction projects results in a dispute that leads to arbitration or litigation. With large scale, complex projects the likelihood of serious, time-consuming and expensive claims increases.

The nature and scope of a project is determined at the initiation stage. This involves analyzing the business needs, developing goals, budgets, tasks, deliverables, and the stakeholder analysis. The project planning stage determines the planning team, develops the scope, and identifies work breakdown structure and activities that will be needed to complete deliverables. The planning stage also estimates time and cost activities, develop schedule and risk plan, and gain formal approval for work to begin. During the project initiation phase, I can work collaboratively with the project sponsor in the development of project charter and lead up to the formal authorisation of the project/ new phase. From the sponsor’s project SOW (Business need, product scope), Business case etc., I can identify measurable project objectives, high level requirements, risks, summary milestones and budget and approval authorities. The key deliverables in this phase are project charter and stakeholder lists.

Initiation is the first phase of the project management life cycle, as it involves the opening of a new project. Steps including in this phase begin with the selection of a project manage and typically finishes with the project team has an adequate amount of information to start developing a schedule and budget. There are many activities during the initiation phase, these include: project meetings, developing the project plan using developed resources; and acquiring the infrastructure.
Therefore, such selection should not withhold members from feeling insecure and should freely allow each individual to express themselves and contribute to the team. A possible method of selecting task members is to concentrate on the main focuses and including the possible leaders of each focuses. By doing so, these should be the most knowledgeable personnel in the organization whom is most familiar with the area and would be the best candidate to contribute. However, often times this may mean that
