Theoretically, the world’s poorer countries are the most water insecure, suffering from both physical and economic water scarcity. One solution to tackle water insecurity is through large scale water projects for example the Three Gorges project in China, the South-North transfer project also in China and the restoration of the Aral Sea. This money is being used to build a second dam, after the successful $68 million dam that split the sea into two and already filling the northern sea up. Although this has seen fishermen’s business improve along with returning rain, the problem on the Uzbekistan border is yet to be solved with the southern sea still shrinking. The economy of Uzbekistan is struggling to fix this problem as their economy heavily depends of cash crops which are not being produced due to the lack of water and irrigation of cotton fields. An additional problem for Uzbekistan is that their headwaters are controlled by other countries. This problem is exacerbated by the part of the world they’re in and any change could easily trigger conflict from neighbouring countries. The South-to-North Water Diversion Project in China, established by Moa Zedong in 1952, is a water diversion project that would divert 44.8 billion cubic meters of water annually to the drier north of China ("South-to-North Water"). The project would link China’s four main rivers the Yangtze, Yellow River, Huaihe and Haihe. China plans on doing this by constructing three diversion routes moving through the south to north ("South-to-North Water"). It would stretch across the central, eastern and western parts of the country ("South-to-North Water"). This project is expected to cost around $62 billion dollars and take around 50 more years to complete ("South-to-North Water"). By trying to divert the rivers and create an equal distribution of water, the project raises many environmental concerns but has many positives. This paper will evaluate the different perspectives of the ecomodernist and resilience theory. This will be shown by analyzing each perspective, evaluating the different concerns and analyzing how each perspective would respond to the water diversion project.

We must think of water as both a socio-political issue and a natural resource, whose fate is molded by the understanding of its connectivity to itself, man-made structures, geography, environment, and society. The classes taken in this program have taught us ideals that in order to become a great water resource manager, one must master the political and scientific knowledge to make decisions that are prosperous for society and the environment. Furthermore, one must know the United States’ hydrological history in order to gain manipulation upon the system that makes it both thrive and deteriorate.
Water, like food, is a necessity for human life that is used for many purposes such as agricultural, industrial, and domestic systems. While water is a common element around the world not all of it is clean and able to be consumed or used by humans. With only a percentage of the world’s water being clean and the use of water increasing, the availability of water around the world has become a common issue in the developing and even the developed world. This may be a smaller problem in areas close to clean water sources compared to areas far from a clean water source but, the availability of water is not strictly based on location, it also depends on the specific political and social needs and issues of the area as well. These all become issues that must be accounted for when deciphering whether water is a basic human right or a commodity and what action must be taken to aid the developing water systems in community’s that lack them.
According to McHarg et al. eds. (2010), in the last three decades world governments used to shed the burden of capital investment, especially in sphere of water, through privatization in order to achieve more efficiency of water supplies. This approach was developed deeply in European countries such as England, which is already famous for it’s the most highly regulated water companies. This method also enables the company to concentrate on the service, management and funding of the service, whereas the local government provides water services in developing countries and cannot afford investments in large hydraulic infrastructure. Those are the “Third World” countries and the most of them are Asian. However, I want to make a significant accent on one of the industrious world’s empires – China.
Water shortage is a growing problem for most countries in the world. For China, which has 20% of world’s population and only 7% of available water resources, this problem may become catastrophic (Hofstedt 2010, 72). Therefore some actions and measures should be performed to avoid or at least to weaken future water crisis in China. In this work the following three solutions will be proposed and analyzed in terms of efficiency and applicability: water usage efficiency improvement; adopting the local agencies on controlling water resources; reasonable water pricing.
Earlier this year, an obscure United Nations document, the World Water Development Report, unexpectedly made headlines around the world. Many countries are also highly dependent on water that originates outside their borders; the water diversion provided by dams for countries that are downstream exacerbates an already serious problem. The diversion of river systems is an area of international concern, the nature and extent of such interdependency is already extensive: 145 countries share over 261 international river basin. As demand increases, and as indigenous sources of water become fully utilized or exhausted, the only alternatives are likely to be international (Dolatyar, 2006). Ironically, the very solution of one country's scarcity, plunges another into water shortage, this is the reason why water security is one of the most crucial foreign policy considerations of a globally connected economic and political atmosphere.

Pakistan is the sixth most populous country in the world with essentially an agricultural based economy. Water is an absolutely essential element for agriculture. However, Pakistan’s inability to plan for its future, and currently having poor infrastructure, outdated irrigation system and its internal politics has placed it on a disastrous path towards water scarcity. The apathy in the role played by the various stakeholders and the water institution that deals with the water allocation and its distribution has really been substandard to say the least. In essence it’s been the management aspect that has been the core reason why Pakistan finds itself in current disastrous situation today as far as water scarcity is concerned.
