POSITION PAPER
ON
MILITARY RETIREMENT BENEFITS
1. The following position paper will cover the future of military retirement benefits in the current fiscally-constrained environment. Specifically, the problem with the current fiscally-unsustainable retirement program and possible solutions to the aforementioned problem. This paper advocates solutions including discussion on the current program, the newly implemented program, and variations of those programs.
2. The current military retirement program draws a great deal of attention due mainly to its cost. However, there are many factors that contribute to the overall disdain with the current retirement program. Some of those factors being cost, equality, civilian comparability. In

For example, “…other public and private sector retirement plans typically do not begin providing an annuity until age 55, 60, or 65…” The next problem with the current retirement plan is that it is an ‘all or nothing’ system. Either a military member serves 20 years and qualifies for benefits or they do not. This is vastly different from many civilian programs currently offered and something that the Department of Defense (DOD) has attempted to remedy with the newly implemented program. Many civilian-based retirement programs offer vesting programs that enable employees to secure retirement benefits after a certain number of years, usually anywhere from five to 15 years. Another issue with the current military retirement plan is its comparability to the private-sector. As stated by FAS, “…private-sector employers who have reduced or eliminated their reliance on defined benefit programs and have focused almost exclusively on 401(K)-type programs…” Additionally, many private-sector companies offer contribution matching up to a certain percentage, assisting employees in saving for retirement. This is not offered in the current military retirement plan. Having discussed the current retirement program the next topic will be the newly implemented retirement program.
3. A possible solution to the current retirement program is a recently authorized plan. In fiscal year (FY) 2016 a new military retirement plan was introduced
However, Social Security is facing big problems, such as the large baby boomer generation (i.e. born between 1946 and 1964), the alleged budget surplus, and the impending doom of Social Security will be a result of government’s wasteful spending of Social Security surplus funds. As a result of government irresponsible spending, the government will be incapable of repaying the debt it owes to the Social Security system as well as the interest (Smith 47). Therefore, we as the people need to be aware of how taxes will be cut and how new spending programs will be implemented. We need to be vigilant to the actions of government and keep their power in check; otherwise it will have severe consequences on the future generations of
One of the many benefits that the military offers for its service member’s is educational opportunities. The first option service members have is to receive is the post nine eleven GI bill. The post nine eleven GI bill can pay up to one hundred percent of college tuition. The bill allows members to convert their education benefits to their spouses and children. The second option for service members is the Montgomery GI bill. The Montgomery GI bill allows service members to receive several months of educational benefits. The military ensures that you have the required resources to further expand your educational needs. Along with members being able to receive educational benefits members can also receive health care assistance as well.
The United States has promised its military veterans various benefits from the Revolutionary War to our most recent wars in Iraq and Afghanistan. The laws affecting veterans’ benefits and healthcare have been enacted, changed, repealed and re-enacted over the years. Regardless of the time period and the laws of the time, the U. S. has an “obligation of honor” with those who selflessly served this nation.
In today’s military many members are trying to make a career of the military. The impact of such budget cuts will ruin their chance to make a career. As we speak the military is going through budget cuts. The recent sequcestion of the economy has force the military to shrink. Thousands of military members have been forced to retire. Many of the effected had the idea of being in the military for 20 years. Due to budget cuts their dreams have been ruined. More budget cuts would force more members to be released from duty. Today more than 1.2 million military and civilian personnel serve and work in the
This paper analyzes the cost/benefit of long-term care of Soldiers returning from Iraq and Afghanistan and the constraints the Department of Veterans Affairs faces in trying to meet the needs of these Soldiers. This paper uses data collected from government sources like the Department of Veterans Affairs and the Veterans Benefit Administration. The conclusions of the analysis are that:
In good years, these revenues have outnumbered the claims laid to them, but it is clear that that period is coming to an end. The Baby Boomers – a massive population segment who, in their youth, contributed greatly to Social Security revenues – are now coming into their own as retirees, and will no longer provide the revenue that they did in their working years. Instead, they will be expecting at least a partial return for their years of labor and withheld income, in the form of retirement benefits. The program which will provide those benefits, OASDI, is one of the most costly under the banner of Social Security; its expenditures were propped up by the very generation that now seeks to claim from it. This will have a startling effect on the funding for Social Security. Indeed, the Baby Boomer generation may have been one of the reasons Social Security looked successful at all: because
ØThe issue of pensions being deferred payment, created a whole new look at Occupational Pension Schemes. The following issues were
Future retirees are not very happy with the current predictions, however, these retirees should not rely only on Social Security to survive(Goss, 2010). Everyone should try to seek alternative options to live a desired live after retirement, but I will address those issues later in this paper.
Three major conclusions can be drawn based on the literature review: 1) policy overlaps exist between different agencies and organizations offering retirement plans for early and on-time retirees, 2) negative economic
The only way the nation can control this is by getting politicians in office that have a mindset of decreasing the military budget and put more money towards things that this country actually needs. Even then it will be extremely challenging to lower the budget, but the matter requires the people’s attention. Otherwise, the nation and its entire population will be economically
The military is not notorious for its ability to pay in abundance; however, after considering
From the beginning of this nation, our country has attempted to fulfill its obligation to military veterans in varying degrees and through different governmental organizations. The English colonies in North America provided pensions for disabled veterans. The first law in the colonies on pensions, enacted in 1636 by Plymouth, provided money to those disabled in the colony’s defense against Indians.
The reason for such a dramatic growth in population is still a disputed subject among experts. At first, the U.S. welcomed this phenomenon by passing GI bills to improve education, skills and income. Now, the generation of baby boomers is already retiring, or fast approaching retirement age. Currently, the cost of Social Security is rising faster than the taxed income of the working population (Lavery 56). Due to this fact, nowadays, it has become questionable whether the American economy will be able to afford the future cost of Social Security, as the baby boomer generation continues to
Prospective politicians of the aspiring generation must recognize that budgeting changes must occur. A successful and conservative economic plan with increased revenue and lowered spending must be created to effectively address the expansive American debt. Among other possible solutions, the government must initiate a more effective tax plan. An increasing graduated tax would effectively provide for the additional revenue. A large percentage of the current debt arises from expansive military spending. Currently, the United States of America currently has a military budget more expensive than the next 34 countries’ budgets combined (Macias). Finally, America must properly invest in its technology and human capital to help its future and not for short-term gains. The American people must be made to understand the danger of a ruthless and wasteful American budget and it is the duty of the well informed to educate society on the impending
The way of reconsidering our defense budget ought to start with recognition that the financial catastrophe and collapse that started in 2007 has changed the context in which, every federal rule should be evaluated. In the area of national security, it is a development as significant as the end of the Cold War and the happenings of 11 September 2001. For the reason that it, and the wider unstable course of globalization that transmit and enlarged it, stand seriously on the preservation of the American national power. Looking back just two or three decades from now, America's economic power and authority is less certain these days than just four years back as is the outlook of our greatest national security asset, our very powerful national security tool: the US dollar.
