Policing Paper The City of Chicago has adopted a new tool to use against fighting crime. This is what is known as the Chicago Alternative Policing Strategy (CAPS). Many people have never heard of the Chicago Alternative Policing Strategy (CAPS). One main goals of the CAPS program is to implement successful and effective way to make neighborhoods safer by improving the quality of life. With the United States the CAPS program has been recognized as one effective and proactive means of police and community involvement in the fight against crime. In relation to functions of patrol, crime investigation, emergency, and critical incident response and future trends of the CAPS program. One key point of functions of patrolling could be the proactive vigilance of the community (individual neighborhoods) in taking preventive measures in developing an increase of their crime rates. Crime investigations are still the sole responsibility of the Chicago police department; however, it is always easier to investigate crimes when he or she does have the support of the community backing him or her up. This has proven to be very effective means of adding in investigations, instead of the community not wanting to get involve, like it was in the past. With relation to emergency and critical incident response, there have been positive comments that have been said about the CAPS program involvement in reporting certain situations. It is hard to predict the future brings for the Chicago Alternative Policing Strategy (CAPS) Program. Many people know of the police officers of today’s world and that it is their job to enforce the laws set by their government, but not many people know the history of your typical everyday United States police officer or how they came about. The idea for neither your everyday police officer nor his or her department they work for or how a police department operates, originated in the United States. Over the years though America has made changes and adapted its system over the years to make it more suitable for its countries beliefs and practices.
Due to these apparent successes, the problem-focused approach has been used to address a diverse array of problems such as gangs, drugs, school crime and the management of police call for service in urban, suburban and even rural communities. The exploration of possible responses to a problem is handled by police officers. Once a problem is identified, officers are expected to work closely with the community members to develop a solution, which can include a wide range of alternatives to arrest. These may focus on the offender, the community, the environment, outside agencies, or the need for some kind of mediation. Problem-oriented policing grew out of twenty years of research into police practices, and differs from traditional policing strategies in many significant ways. In the 1800s, America became extremely industrialized. Due to all of the new upbringings there was a need for organized policing. Policing in America went through many different stages beginning with organized American law enforcement, to formal policing. Michael Moore and George Kelling inferred that there were three eras of policing; political era, professional era, and community era. The political era came first along, as that era began to go downhill, the professional era arose. As the professional era began to take drawbacks, the community era started up and is still going on in present day. There are many positives and some negatives in today’s society living in the community era.
Community policing is explained as a collaboration of community and the police working together to help identify and solve criminal activities. Additionally, the whole concept behind it is to promote public safety and to enhance the quality of life within the neighborhoods in which we reside in. Community policing is composed of two major components which are community partnership and problem solving. Community policing is a program that was initially started in the 1940’s. Starting In 1829, Sir Robert Peel began developing his theory of policing. These nine principles are as relevant today as they were in the 1800's. Peel established the Metropolitan Police when he served as Home Secretary of England. Since Sir Robert Peel introduced his principles of policing in the early 1800's, our country has continued to follow his ideas of effective policing. Community policing is based on Peel's concept of prevention.
Community Policing took a different perspective on crime than August Vollmer. It shows that even though police officers are trained and respond to crimes on time, it doesn’t effect the crime rates. In the past foot-patrol was in place but it quickly failed due to poor management and not enough funds for the program (Bohm & Haley, 2014, Pg. 147). Community policing has evolved to be the most used strategy for policing. “It is an approach to crime detection and prevention that provides police officers and supervisors with new tools for addressing recurrent problems that plague communities and consume a majority of police agency time and resources” (Peak, 2012, 65). It has been defined by various people differently. But all the definitions have similar principles (Chappell, 2009). They focus on proactive problem solving and create relationships with the community to address any issue that may arise. The field of police work is constantly being forced to develop and improve its protocols, procedures, and practices in an effort to keep pace with the ever-changing society in which it operates and criminal behavior it seeks to eradicate. While the history of policing has been marked by substantial changes throughout time, the work of modern-day police officers and officials demonstrate some of the most substantial adaptations to its surrounding environment that the field has ever seen. NYC policing has been an ongoing problem for many years now, but in recent years it has gone to the point that civilians are starting to kill off our protection. What are the main issues for the police to abuse their power on us citizen’s, is it being racist affecting on how they do their job or is it another element being in played for cops to abuse their powers? In my paper, I will be talking about the certain trainings that an officer should receive before and after finishing the police academy. Being trained in a certain way can affect the way that a cop will do their job and if a police officer is not being trained in an efficient way then it can cause chaos with us as citizens. I am Ranell Rufferman, a graduate student attending The Catholic University of America working on a Masters in Clinical Social Work. Currently, I am required to complete a final research paper regarding a contemporary social issue (I chose "Police Brutality") in efforts to explain the Kingdon’s agenda-setting model. One of the requirements for the paper is to interview at least one public official, community leader, or “key informant” working with the issue to gain his/her insight into the problem and the factors affecting its presence on the political agenda.
When looking at the Problem-Oriented Policing (POP) website we see that it provides information to law enforcement departments around the country giving them information on how to deal with a significant amount of community problems (Problem-Oriented Policing, 2017). The website of POP shows in details community issues such as vandalism, street prostitution, and domestic violence for law enforcement departments to gain ideas how they can be addressed. There have been large numbers of police departments that have taken advantage of the enormous amount of resources provided to them by the POP two such departments the Oakland Police Department in Los Angeles, and the other being Lindgate Police Department in Nevada (Calgues, 2015).
The methodology to be adopted in community policing may be highlighted as: creation of crime curbing projects, increased number of police to the community through creation of nearby police stations or using foot patrols, establishment of community-police committees, initialization of programs that assist crime victims, and using the community to get feedback on crime rate prevention and satisfaction.
They also, of course, respond to dispatch calls of crimes in progress. Crime prevention is achieved through mere police presence. Negative interaction between the community and police is generally the norm. In communities policing, on the other hand, police officers are typically assigned to specific geographic areas in their jurisdiction and establish ties with the various community groups. These groups may include ministerial (church) associations, neighborhood associations, youth groups, etc. The idea is that when police are involved with the community they are not viewed as outsiders who are there simply to enforce the law. Crime prevention is achieved through positive interaction with police and the community. The goals of community policing are to reduce crime and disorder, promote citizens’ quality of life in communities, reduce fear of crime, and improve police–citizen relations. These goals are achieved through three essential efforts: community engagement, problem solving, and organizational transformation. In other words, the police are the public and the public are the police.
Traditional policing models had very little input from the community they were supposed to serve; the shift of the officer tended to be quite repetitive in nature. Traditional policing was reporting to work, loading up in the patrol car, driving around for hours awaiting a call for service needed and then filing a report or arresting an alleged criminal. Typically just waiting for a call that a crime had possibly occurred is wholly reactive to crime control. That is a gritty summation of traditional policing which was the norm for police departments for many decades. Community policing is considered more proactive than traditional policing; and at its’ core, community policing should be an interactive collaboration of all
