Based on the countries mentioned in the Exhibit 4 and appropriate parameters like beef consumption, population, urbanization rate and per capita GDP, the top 5 countries should be:
U.S., Singapore, UK, Spain, and Germany; with Belgium, Ireland, Israel, UAE/Dubai, France making up ten countries in total.
Below are the top 5 opportunities and the reason behind them:
Singapore: It has growing affinity for Western-products. The per capita GDP of US$28,100 and is 5th wealthiest in the world. It has 100% urbanization rate with third most expensive Asian country to live in. The existence of rival Morton's Steakhouse and its ability to survive there shows that the consumers have the liking toward this concept.
United Kingdom: UK is a developed country with high standard of living. It has omparable GDP with the U.S. and little political risk. It has similar eating habits as the U.S. andhas affinity for American products
Germany: It has high standard of living and largest national economy in Europe. It seems to be one of the upcoming counties and will serve as good place to tap the untapped market.
Spain: It is third behind the U.S. and Bahamas in per capita beef

The geographic market with the largest population will result in the largest demand for your products.
Japan was also one of the countries with highest population, at 127 millions, and a higher than average urbanization rate, at 65%. Although Japan was not ranked very high in beef consumption per capita, its population and high income per capita would make up the difference because a small percentage of this population could still provide a significant pool of customers. Based on the quantitative criteria, Japan appeared to be the most attractive foreign market for Ruth’s Chris to enter. As a side note, Ruth’s Chris already has franchises in Taiwan and Hong Kong, and it would also make logistical sense to consider an expansion to Japan since there is already a products support network in place. Politically, Japan is a pro-U.S. country, and with both countries enjoying relatively free trading atmosphere, it appeared to be a perfect match. Culturally, Japan’s business and marketing meetings are typically conducted over dinner, and fine dining restaurants such as Ruth’s Chris would fit this scenario very well indeed.
The United Kingdom is a developed country which is located in the most western part of Europe on an island to the east of Ireland. This country is developed because of it’s economy, population, and amount of modern conveniences.
In my foreseen for the cultural issues that may lead to ethical concerns for Ruth’s Chris, the religion, political and economic philosophies and social structure of Franch will determine the culture that impact the people’s values and norms in French. First, France are more dainty for food and eating atomosphere, specially for high income level people who are the potential customers for Ruth’s Chris. They concern about the food quality and safty more than others. So the one ethical problem may happened to Ruth’s Chris will be the food safty and quanlity problem. Ruth’ Chris is a steakhouse and their beef all import from US or Austrilian. They want to guarantee the quality of beef and keep their oranginal taste of Ruth’s steak.
