In the given example the different type of elements have different numbers of valence electrons as -

Carbon (C) - 4

Oxygen (O) - 6

Hydrogen (H) - 1

When these elements combine carbon and oxygen complete their octet while Hydrogen complete it's duplet and form ionic or Molecule.
