In summary, on 01/04/17 at 1745 hours, Ofc. Kelley #262 and I were patrolling the area of 5600 W 16th St., at which time I observed a vehicle with tinted windows and no rear registration light (05' grey Acura IL Q336438). A traffic stop was conducted on the vehicle. I made contact with the driver (Stanciel, Conswella N. DOB 06/19/86), who related that she did not possess a driver's license. Conswella was checked through LEADS via dispatch, which revealed a no valid driver's license and she was clear with no wants or warrants. She was unable to provide insurance for the vehicle. There was a passenger in the vehicle, who was identified as (Edwards, Shekida D. DOB 07/24/86), she was checked through LEADS, which revealed that she was valid with no wants or warrants. On Thursday, July 14, 2016, at approximately 0847 hours, Patrolman David Stamets had a vehicle stopped on the 100 block of East Oak Street. Immediately after Stamets stopped the vehicle Your Affiant positioned his vehicle on the 100 block of South White Street near the Oak Street intersection facing southbound. When exiting my vehicle your Affiant observed a gold Pontiac sedan accelerating northbound on South White Street at an unsafe speed towards Stamets and your Affiant's location.
The operator of the vehicle identified himself as Roger Robert Romansky with a California identification card. I questioned Romansky who the owner of the vehicle is. He said it's a friend of his. When asked for his friend's name he said he wasn't sure. He asked the other occupant in the vehicle for his friend's name. The passenger said Brittney. I asked if they had a phone number for Brittney so I could verify that they are permitted to use her vehicle. Both males related that they did not
According to police reports, officers were dispatched to a hit and run call in the 700 block of Vassar. A vehicle has struck two parked vehicle and had left the scene. Officer Seachris arrived and made contact with Officer Wheeler who was with the victims of the accident. Officer Wheeler advised that the vehicle was in the 600 block of Vassar. Officer Seachris proceeded to locate the vehicle, a maroon Chevy pickup with Kansas tag of 005HEY parked in front of 646 S Vassar. The vehicle was registered to a Hispanic female at 628 S Vassar. Officer Seachris made contact with the owner of 646 S Vassar, Christopher M. On 07/15/2015, at approximately 2305 hours, your Affiant was on routine patrol on Main Street (SR924) when I observed a silver Chrysler sedan parked in the One Hundred Block of South Main Street (westside of the street) near the intersection of Oak Street. The vehicle displayed a Pennsylvania registration of JRJ-5342. The registration was checked utilizing the Pennsylvania Department of Transportation vehicle record abstract which revealed that the license plate was assigned by the department to KYLE ROBERT & SARAH LYNN FOGARTY for a 1998 Chevrolet. I then verified the status of KYLE and SARAH FOGARTY'S driving licenses both of which were suspended by the Department of Transportation.
On March 17, 2016, at 1:41 P.M., officer T. Cramblett CPD#1191 was dispatched to he area of Sharon Woods Blvd. and Brookhurst Ave on a narcotics complaint. Radio was advised by a known caller that a white Chevrolet Malibu, occupied by two white females, was parked on the street and were involved in the sales of narcotics. Officer Cramblett was responding to the area when he observed a white Chevrolet Malibu traveling south bound on Beechcroft Rd. Officer G.Meyer CPD# 2333 had also been dispatched on the run, and was traveling north bound on Beechcroft Rd., when he observed the vehicle ,traveling south bound, and aired with radio that it was occupied by two white females. Officers Cramblett observed the vehicle turn east bound onto E. “Officer Groome attempted to stop a 2003 Honda Civic on Oliver Avenue in the city of Chesapeake for stolen license plates. Officer Groome activated his lights and siren for the driver to pull over. The driver of the vehicle did not stop, ran multiple stop signs and red lights, and was driving in excess of 80 mph. The driver continued driving through South Norfolk area into the city of Norfolk. The vehicle came to a stop on Reservoir Avenue in the city of Norfolk. The driver was identified as the accused and the passenger got out of the vehicle and ran. The Norfolk police responded to the area with their K9 unit, and the accused was hiding underneath the crawl space of a house. The accused was found in possession of a dime bag of marijuana and the vehicle, property belonging to Paul Brady, which had been reported stolen on 09/26/2015, in the city of Chesapeake. The accused is not a licensed driver. The accused stated that he received this vehicle from a “friend.”

On 09/18/2015, at approximately 0058 hours, West Mahanoy Township Police Officer Joshua Pastucka observed a brown convertible driving in a slow manner in front of the Shenandoah Borough Police Department. He observed the vehicle circle the Police Department twice and frequently stopping in his travel. Officer Pastucka proceeded towards the vehicle observed the operator and identified him as Robert CONRAD. Officer Pastucka is familiar with CONRAD and had prior knowledge his license and vehicle registration was suspended. When CONRAD proceeded behind the Shenandoadh Borough Police Department on the second occassion Officer Pastucka entered behind him and made contact with him. On 10/28/2015, at approximately 0232 hours, Captain O'Neill and your Affiant observed a red Chrysler PT Cruiser (PA Registration JWA5451) traveling south on State Route 924. The operator of the vehicle was observed and identified as Dawn HERRING. HERRING'S driver's license was expired and suspended for driving under the influence; the information was verified through a certified Pennsylvania Department of Transportation record. HERRING was observed traveling under the posted speed limit and repeatedly swayed her vehicle throughout the lane. Your Affiants activated the emergency lights on the marked patrol vehicle and stopped HERRING at the entrance of the Transfer Station.

On 4-8-2016 at about 2148 hrs I was northbound on Auburn Way S in about the 1500 block when I noticed a white Dodge Durang, WA/AYU1801. The vehicle was also northbound. I checked the vehicle WACIC/NCIC/DOL and the return indicated the registered owner was Albert Whiteeagle JR - 9-30-1984. A DOL check of Whiteeagle indicated that Whiteeagle's driving status was DWLS/R 1st Degree for DWLS/R 1st DG - active from 6-1-2015 and to be released 6-1-2017. I further noticed that the DOL returned indicated that Whiteeagle had been arrest two prior times for DWLS 1st Degree.
On November 16, 2017 at approximately 0104 hours, I observed a white 2015 KIA utility vehicle bearing Florida tag EIZX72 traveling West on Pine Hill RD approaching Washington ST in Port Richey, FL. I Conducted a NCIC / FCIC check of the vehicle, which revealed the registered owner, Davee Xavier Rivera to have a suspended Florida driver’s license. I observed Davee to be the subject operating the vehicle and initiated a lawful traffic stop in the area of Washington ST and US HWY 19.
While on patrol, I observed a older model Ford Taurus with one headlight traveling down US 231 South. I initiated a traffic stop on the vehicle with the final stop being the parking lot to Arbys Restaurant. I identified the driver as Willie Foster and the passenger as Reginald Edwards. Dispatch advised that both subjects license were revoked. The vehicle was inventoried and towed by Peewees.
