The violence that some officers exude to minorities should only be used in extreme, desperate situations not when a teen steals some cigars or is walking home with a hood on. Besides showing an interest in racial justice and issues of race helps to break down barriers, exposed as false perceived misunderstandings, and shed light on commonly held perceptions of a race-infused

communities in order to achieve goals and avoid conflicts. Racism, discrimination, and miscommunication have been the cause of countless police/immigrant community confrontations, and that in return diminishes the chances of recruiting Asian-American candidates towards a career in law enforcement.

The diversity issue focused on in this paper will be racial disparity in sentencing. This paper will also focus on some of the reasons why racial disparity exists within sentencing. One of the research methods used in this paper will be case studies. In society today there are a diversity of citizens, of offenders, and leaders within in the court system. However, race still plays a big role in the Criminal Justice system especially during the sentencing portion. Although racial dynamics may have changed over time, race still exerts an undeniable presence in sentencing process. Diversity in law enforcement has grown to become a hot topic within the law enforcement community. The demographic of society has changed dramatically over the last 20 years and with that law enforcement has been changing, but have they been changing enough? Different law enforcement agencies have their own ways of implementing diversity in their practices and procedures, some of them are better than others, but with issues that happen today it is important that they do something.

As difficult as their job may be, and as big a toll as it may take on them emotionally, it is important to bear in mind that police officers are normal human beings with normal brains and mental processes. Consequently, they are prone to make the same stereotype-biased judgments the rest of us are. Because they are often operating under conditions of uncertainty, high discretion, and stress and threat, the pervasive stereotypes linking Blacks and Latinos with violence, crime, and even specifically weapons are likely to cause them to make misattributions in seeking to disambiguate the intentions and behaviors of citizens. This can lead to racially disparate rates of stops, searches, arrests, and use of force. Rialto, California is an example of a city with positive results from the use of body-cameras. In Rialto, police began wearing body-cameras a little less than three years ago. As a result of officers wearing body-cameras, citizens’ complaints against police officers dropped 88 percent and use of force by police officers dropped 60 percent from the previous 12 month period when body-cameras were not in use. Rialto’s police chief said, “When you put a camera on a police officer, they tend to behave a little better, follow the rules a little better. And if the citizen knows the officer is wearing a camera, chances are the citizen will behave a little better” (Lovett).

There is recent controversy over police use of force, especially in minority communities such as in African American communities, Hispanic communities, and other publics with large populations of minorities. Increased levels of force among these communities have created challenges for police departments. These challenges include a lack of trust from the community towards law enforcement officers and an absence of respect creating situations that lead to police use of force. There are already various programs in place that attempt to decrease this challenge by educating the public, respecting one another, and giving those who were on the wrong track second chances. A combination of these solutions and the implementation of more of them would decrease the number of contacts between police and minorities that lead to the use of force (Roberg & Novak, 2014).

One widely accepted idea is that body cameras for police to wear will help to observe what actually happens in traffic stops with police and serve justice to civilians and police officers. According to the article, “Should Police Wear Body Cameras?”, in May of 2015 the Obama administration started a $75 million dollar program to test how effective body cameras are, with hopes to give out 50,000 body cameras in 2018 to police officers (Majerol 6). Body cameras is a solution that is extremely considered and is already taking some effect. Moreover, research shows that body cameras can keep tense police encounters calm, help behavior of both the officer and civilian, and the footage that comes from the cameras can serve as evidence ( “Should Police Wear” 7). Research proves that body cameras can have an effect on police brutality and will help fix the issue. However, there are other techniques that can possibly help fix the issue such as training. “An officer also needs training on dealing with community members in nonthreatening ways and better communication skills” ( “Police Need Better” 1). Training will help officers work on making police encounters less tense and make sure excessive force is not a go to. Lastly, according to analysts, changing hiring practices in the law enforcement could make sure that unbiased officers that are focused on being close to all communities could help lower the amount of police brutality cases (“Police Need Better” 2). If police departments really focused on an officer’s beliefs involving the topics of race or religion, officers that are not willing to be fair to all would not be hired and in turn prevent more police brutality cases from happening. A number of problems arise from race and ethnicity issues in policing practices. From the department’s perspective, issues with race and ethnicity, create negative consequences. For example, if a police department fails properly to resolve situational conflicts, this can cause loss of productivity, tension among officers of different race and backgrounds, enhanced suspicion of other officers, and increased isolation of staff member. A good way for our departments to change negative police perceptions and generate a positive perception is to ensure that all citizens hired, regardless of race, gender, age, sexual orientation, or ethnicity, are exceeding within their departments and receiving equal high-profile criminal cases and promotions. Essential operations of a successful police agency come from a diverse and competent work force.

Although, racial profiling has been practiced for many years, it is now becoming more popular and a serious problem for today’s society and law enforcement. Depending on the treatment of the organization and its management staff to all of its employees will dictate a positive or negative working environment. In the past, most studies viewed the problem of misconduct as one of the individual problem officers, the so-called bad apples on the force (National Institute of Justice, 2016). The police officers training is very important and must be effective and efficient because police officers rely heavily on their training for judgment and decision-making that has to be swift and smart. Despite training to avoid discrimination, officers may still rely on cultural stereotypes and act on their perceptions of a person's characteristics (such as age, race or gender) (National Institute of Justice, 2013).

Cooperation from members of the public is important in order for police officers to effectively fight crime within the community. In order to obtain cooperation from members of the public, police officers must gain their trust and confidence. It has been known that African Americans and Hispanics have lower levels of trust and confidence in police because of racial disparities and racial profiling. This paper will discuss the public opinion of police by different ethnic groups and how racial minorities hold lower levels of trust and confidence in police.

It has been consistently shown in research that minorities are more likely to be mistreated by the police compared to other people (Dunnaville, 2000). Recent incidents have seen the police use excessive force on people and mistreat minorities. As such, the legitimacy of the police has been put under scrutiny and questioned. Many communities in the United States have demonstrated in reaction to recent incidents of police misconduct and excessive use of force. The people have lost trust in the police because of these issues. The police force has been accused of mistreating people, sexual harassment, violent and careless arrests among people particularly the minorities. As demonstrated in the movie ‘Policing the Police’ police officers are seen mistreating people for instance the scene where the police sexually harassed a teenager by touching sensitive areas. Community members are not willing to trust or work with the police to fight crime. As such, it is critical for the police agencies and department to make improving police-community relationship a top police priority. Policies should be developed that will strengthen the mutual trust between the police and the community. This relationship is critical because the police depend on information from the community to fight crime in the society.

Further strides have been made since this period to include a concentrated effort to make police departments more ethnically diverse. Despite becoming more diverse and laws to protect citizens there remains a great deal of distrust of the police among African-Americans and Hispanics. The Rodney King case was and is a lightning rod for those who point to police abuse based on race. Unfortunately, large numbers of African-Americans, Hispanics, and to a lesser degree other ethnic
