INTRODUCTION In less than two decades, social media has revolutionized modern communication and information sharing. What began as a simple form of social networking has turned into innumerable platforms for people around the globe to share ideas, create and share businesses, promote brands, read news from various sources, as well as share and find vast amounts of information, among many other uses. Thus, with a few clicks of a button, people are now able to interact with someone on the other side of the world. The capabilities created through social media’s many uses have forever changed global politics, business, and interpersonal communication.
This emergence of social media has also changed emergency management and disaster response. Emergency management as a whole is fairly new, only creating widely recognized, integrated emergency management systems beginning in the 1970s. Furthermore, at this same time people realized that the effects disasters have on the communities they strike can be mitigated by the creation of disaster plans ahead of time, proper disaster response training, and the efforts of human actions in these situations. Because social media has enabled mass amounts of instant information sharing, it allows not only locals and disaster response teams to help with the management of crises, but also many remote citizens.

Communities must be engaged in the various phases from prevention to recovery to build disaster resilient communities. In order to do this, there must be a disaster preparedness plan in place that involves multiple people in various roles.
Moving forward, social media has been a major convenience and reward to virtually everyone. On an individual basis, social media allows friends and family both near and far to communicate with one another. Also, businesses are flourishing through the use of social media. Advertising has never been easier. Horn (2013) states, “Our profession, unlike any time before, is demanding we become social media (…) experts” (1). Horn (2013) also states, “More than half of reporters (55 percent) use Twitter and Facebook to source stories” (1). Social media has greatly benefited business life and personal life.
The Federal Emergency Management Agency (FEMA) would become the central point-of-contact within the national government in responding to incidents. Since formation in 1979, FEMA’s core missions were to enhance the government’s ability to survive a foreign attack, and to assist state and local authorities in disaster response (Carafano, 2005). And while the two core missions seem heterogenous in scope at times from an outside perspective, the biggest difference between the two tasks is duration. A man-made disaster may be over in a matter of minutes as compared to a hurricane lasting several days, but in both instances the road to recovery is long. In order to streamline response and recovery in either scenario, FEMA was reorganized with new directives to support comprehensive emergency management practices (CRS, 2006). This chapter provides an overview that describes the basic types of hazards threatening the United States and provides definitions for some basic terms such as hazards, emergencies, and disasters. The chapter also provides a brief history of emergency management in the federal government and a general description of the current emergency management system—including the basic functions performed by local emergency managers. The chapter concludes with a discussion of the all-hazards approach and its implications for local emergency management.

The Federal Emergency Management Agency (FEMA) is a body under the United States Department of Homeland Security that was created in 1978 to improve the safety of the American residents, especially during disasters. FEMA has a primary mandate of coordinating the response to any disaster that may occur in the U.S. and that overwhelms both local and state authorities’ resources. FEMA comes in to aid only after the governor of the involved state has declared a state of emergency and has made a formal request. However, there is an exception to the gubernatorial declaration requirement, when an emergency occurs on a federal property such as the Space Shuttle Columbia experienced in the 2003 return-flight disaster ("About the FEMA Agency", 2016).

In this paper, we will discuss the implications on emergency management as a field and on the individual manager.
The burden of emergency management has grown great deal in the last few decades. We have seen an increase in natural disasters, a new threat of terrorism on our front door and an increase in manmade disasters. All of these have tested emergency management in a number of cities and towns across the nation. It is not always disasters that present problems for emergency managers. We have to look beyond our traditional view of emergency management of helping us during times of disasters and view what issues they consider may affect their emergency response. Issues that emergency management see that are moving into the critical area are issues of urbanization and hazard exposure, the rising costs of disaster recovery, and low priority of emergency management.
In order to understand the historical context of the emerging discipline of emergency management and how it is a continuing evolving process we need to look at our past. Throughout the history of mankind there have been disasters, with them being either man-made or by Mother Nature. In each of these instances we have taken what we have learned and tried to apply it, to make sure that a disaster on that scale doesn’t happen again. One of the early examples that explains why there is an emerging discipline of emergency management happened in 1803. In this year a congressional act was passed to help a small town in New Hampshire that was devastated by a fire, and was an early example of the federal government becoming involved in a local disaster
Protecting the public’s health historically has been a state and local responsibility. However, the growing threat of bioterrorism has highlighted the importance of a strong public health infrastructure to the nation’s homeland security and has focused increased attention on the preparedness of the public health system (Frist, 2011). Since the 2001 anthrax attacks Congress has passed new legislation to increase the strength of the nation’s public health system thus the funding has also rapidly increased to meet the potential demand. There is an ongoing debate however, as to what level of contribution local, state, and federal agency’s feel is an appropriate level of ongoing public health investments.

After a disaster, how well a community can recover will depend largely on how well they prepared in advance. Risk management includes identifying any potential risks to a community and proactively planning to minimize the threat.
