Structure is the basis through which an organization seeks to create control the direction of an organization. This is completed through clear definitions of the allocation of work, differentiation, and the coordination of having those responsibilities working together towards the efforts of the organization, integration (Bolman & Deal, 1993, pp). Through these methods, the organization is able to devise a division of labor that collaborates to bring about the missions and goals of an organization. The structure that comes about from this can be varied in their rigidness and flexibility it allows, and to an extent this is a great contribution to its success. The Social Services Agency (SSA) of Orange County can be considered a divisionalized organization; in that the bulk of the work is completed by quasi-autonomous departments (Bolman & Deal, 1993, pp). As exemplified by Bolman and Deal (2013), with freestanding campuses in multicampus universities, each with the ability to plan differently based on needs (pp 80). In the same manner SSA’s four departments are run by its own set of policies and procedures, which are directly related to the community members’ they serve. The agencies four departments are comprised of the following: Administrative Services, Adult Services & Assistance Programs (ASAP), Children & Family Services (CFS), and Family Self-Sufficiency (FSS). This paper will include a variance report for the Guilford County Department of Social Services, which will show the variances for both revenue and expenditures sides and discuss two problematic areas for the agency. Two recommendations of policy actions for each problematic areas discussed in criterion 1 will be provided.
Although many of these Division's programs are Federally mandated, the North Carolina Legislature and Executive Branch also establishes programs for citizens. There are also commissions which develop operating rules that impact county departments of Social Services. These are the Commissions of the North Carolina General Assembly and include the Joint Senate and House Appropriations Subcommittee on Health and Human Resources; House Welfare Reform Committee; Joint Legislative Public Assistance Commission; Joint Subcommittee on Governmental Operations - Health and Human Resources; Joint Study Commission on Aging; and Senate/House Judiciary Committee.
The Texas Department of Family and Protective Services is an agency for the community. It is responsible for the protection, investigative and treatment services of the citizens. Thus, a DFPS worker must fulfill multiple services and play different roles when responding to different situations working with Family and Protective Services.
Maurice William’s understands that social workers get tired because of their relentless job responsibilities, therefore, she makes sure they don’t experience burn out since it is her responsibility to keep the families intact (Laureate Education, Inc., 2011). Since she is not out in the field visiting the homes, she puts her faith in her upper management team to be able to listen and pay attention to any problems or potential future problems (Laureate Education, Inc. 2011). Since she is unable to be out in the field, Williams uses her supervisory skills to train her staff to be able to identify potential problems and also to report back to her what the problems are. If there were problems out in the field (i.e., foster parents, foster children), she shoulders the full responsibility to make sure that the problems are addressed and resolved, or modify changes that are in the best interest of the children.
Within the department of Social Services all the roles are in a hierarchy system. At the bottom of the system is where a service user would make first contact with the department. This is where the service user would be assessed to deem whether the potential user is eligible to receive help and to which department would offer the service user the most appropriate help, for instance whether they would benefit from being referred to the mental health team or another relevant department. It is important that the first assessment is carried out thoroughly in order for the service user to get the help they need if they are vulnerable and if there are any safeguarding issues. The structure of a social services department is organised in such a way that there are specialist teams available to deal with various issues that affect service users. If someone has a mental health problem they will be able to receive specialist help from the mental health team, who will liaise with other professionals within the mental health sector such as psychiatrists and community mental health nurses, so that the service user can access all the available resources available and receive a positive outcome to their experience. The children and family’s department will be able to offer specialist help in supporting parents and children to stay together or if needs be intervention and safeguarding. These social workers will have specialist knowledge of how to interact with children and their families to
One main obstacle for the agency is not being able to provide immediate assistance to those in need. There are so many families in need of FCA’s interventions and help that a waitlist has been instituted with the hope and goal to accommodate everyone over time, unless services are found elsewhere in the meantime. The special needs of their clients are related to affordable or even free counseling and care services based on clients meeting certain criteria of financial and/or legal hardship or circumstance. One common special need the agency sees frequently is that of low income or no income families requiring basic sanitary and personal care products along with essential clothing. Donations for sanitary needs and clothing to the FCA are necessary. Another special need the agency, predominantly addresses is that of behavioral health issues within families. Unfortunately, not all children and families can by served by the FCA. Some do not qualify because they have other insurance or other means to obtain similar service. Some do not get the help when they need because they are on the waiting list for a long time as mentioned above. Still others do not receive the services because they do not know that the FCA exists.

Six key components of organizational structures include division of labor, departmentalization, chain of command, span of control, centralization, and formalization (Remme, Jones, Van der Heijden, & De Bono, 2008, p. 79). Each element influence how employees interact with each other to reach organizational goals. Different structures are common in similar organizations among high performing organizations (Reimann, 1974, p. 707). The most appropriate structure will depend on the unique needs and culture of the organization.
Structure has always been a problem within most organizations and most organizations struggle with identifying the structure that is required for the success of the organization. The structure of an organization has a direct impact on the performance of an organization. The performance within the Council has suffered due to the current hierarchal functional structure of the Council. All decisions and changes are made from the top down with little input from other staff members. The structure has also hindered the amount of collaboration among the various areas in the Council. Funders play a critical role dictate program policy how program will operate. As result, if system does not allow clients to participate in concurrent services, then collaboration efforts will be difficult, or even impossible.
