In responding to the scenario wherein the City Commissioner is faced with the dilemma of approving the expense for a proposed annual Halloween Party among the committee staff and members, it is important to first have an understanding of the role that the City Commissioner plays as a public servant. This is to determine if indeed, as a City Commissioner can consider the situation s/he is as an ethical dilemma that conflicts with the accountability that his/her position entails.
The City Commissioner, in a nutshell, is the "micro" manager of the city. This position is responsible for specific administrative, operational, and financial tasks concerning the city committee. More than anything, the City Commissioner is responsible for determining and overseeing policies and laws that are prioritized by the city, a decision-making process spearheaded by and shared with the city mayor. In conjunction with the implementation of specific regulations and policies at the city level, the City Commissioner is also held accountable for the financial management of the city's budget. That is, s/he is responsible for determining the city budget, and developing approaches and strategies in which the city can generate or earn this budget within the year. In effect, the City Commissioner is also one of the persons responsible for spending or optimally allocating the city budget as well.

There are many ethical dilemmas that occur daily in our hospitals across the world. Not everyone agrees with standards and policies that are required in hospitals or even with the law. If not everyone obeys the law, ethical cases form. In Springfield, Missouri, a holistic nurse got fired for fighting against Cox South hospital policies. Carla Brock has been a nurse at Cox South hospital and not only refused the flu shot, but also refused to wear a mask. She refused due to religious beliefs, she gets short of breath while wearing the mask, and she feels the mask is meant to intimidate and humiliate those who refuse the shot. The ethical question in this case study is to decide if Carla should have been fired for not wearing a mask after refusing the flu shot and what are other potential proposals. The four-way method will separate out what are the truths, consequences, fairness, and character, of this ethical case study.

The commissioners court is a misnomer “because it functions are administrative and legislative rather than judicial” (Brown, 2014, p.113). The court also works with the county treasurer and the county auditor by authorizing and assigning county funds (Brown, 2014, p. 113-115). After they prepare a budget, the commissioners court has to make the final adoption of an annual spending plan (Brown, 2014, 115-117). The County Mayor is responsible for the oversight of day-to-day operations of multiple departments including the Ambulance Service, Emergency Management, Animal Services, Risk Management, Recovery Court, Correctional Work Center, Youth Services, Solid Waste, Landfill, Information Technology, Building Codes, Planning, Engineering, Building Maintenance, Vehicle Maintenance, Domestic Violence, Fire & Rescue, Archives, and Community Learning. With the transition of a new President and Administration one can only think of how our economy will be in the next four years. America is a melting plot therefore we are not always going to agree on where Government spends our money. Some support more spending on education and new construction for roads while others support a less involved government. We have seen in the past that when there’s a high level of government spending our economy blooms. We can benefit from this because we have more move to spend and put back into the economy.

The 150 residents of Babcock Place are senior citizens who have gone to the city council to request that a crosswalk of Constitution Avenue. Constitution Avenue is a four lane thoroughfare that leads to the downtown district. The council asked the city planning department to send out an engineer to determine if there was truly a need for a crosswalk. The engineer determined that there was no need for a crosswalk, which upset the residents of Babcock Place along with the Neighborhood Association that supported the residents. The council members were left to determine what measures should be taken next, if any. This paper will look at how the residents of Babcock Place and the city planning department can have influence over the city council’s decision. Also, the paper will address how a public manager’s morals and values can have a direct influence over their decision making process.

The City Manager with the Budget Office are responsible for the creation of the budget but the document is designed for the people. Councilmembers or the City Manager may submit amendments after adoption of the budget. The executive position of City Manager is able to transfer budget amounts within categories, but any inter-category changes or changes in total expenditure require City Council approval. Taxes have been around since the beginning of organized societies. They come in various forms. Most common are income taxes both federal and local government. These taxes are assessed on the amount of income a person earns. The government is funding programs that we, the American people, cannot even imagine let alone keep up with, in all categories and for all facets of life. There are funding for keeping young people in school, encouraging higher education, creating more jobs, bringing low-income people out of poverty status, helping reformed criminal when they are released and much, much more. Yes, government funding would be better spent on preventing crime than in dealing with criminals after the fact.
