Supply Chain Management as an enabler of Service Delivery in Local Government
1.1 INTRODUCTION
Post-apartheid South Africa faces a major challenge in ensuring that local government, as the third tier of government closest to the people, provides optimal service delivery to the people of different culture, race and sex. The government is intent to modernize the management of public sector, to make it more people-friendly and sensitive to meeting the needs of the communities it serves. The provision of service delivery through effective and efficient supply chain processes is crucial. Section 217 of the Constitution of the Republic of South Africa requires an organ of state to contract for goods or services in accordance with a system

1.4.1 Phase 1: Literature review
Literature study will form the theoretical basis of the study. The National Treasury of South Africa has recognised supply chain management (SCM) as forming one of the key financial management reform focus areas. The success at building customer relationship rests on how well the entire supply chain management perform towards service delivery. The sources that will be consulted to access literature needed in the study include: • Internet • Local newspapers • Journals
1.4.2 Phase 2: Empirical study
The empirical study consists of the research design, participants, measuring instrument, and statistical analysis...
1.4.2.1 Research Design
The aim is to develop an effective and efficient system of supply chain to enhance service delivery. This section will discuss the research design developed to explore the aim of this study. Firstly, a justification for the research design and a description of the research setting will be provided. Next, the data collection method including measures and the research instruments employed will be discussed. Finally the procedure employed for the analysis of data collected using the various research instruments will be provided.
A research design is a plan, structure and strategy of investigation so conceived so as to obtain answers to research questions or problems (Kerlinger, 1986:279).

A research design can be understood as the planning of any scientific research from the first to the last step. In this sense it is a program to guide the researcher in collecting, analyzing, and interpreting facts (Bless and Higson-Smith, 1995:63).
Supply chains manage the movement of products from the acquisition of raw materials through production and finally distribution to the end user. A properly designed supply chain can create many opportunities to drive down cost and increase revenue opportunities. In order to create a supply chain that is sustainable and flexible it is necessary to identify and align company goals and initiatives with the manufacturing and distribution of products.
Supply chain management is a practice that involves the planning, supervision, and implementation of strategies and controls to direct the movement of goods and services provided to customers. The intent of this essay is to incorporate a synopsis of existing literature and to provide the reader with a general understanding of how supply chain management correlates with the organizational design and structure of modern firms. The essay comprehensively reviews the components of supply chain management and their integration with functional areas within an organization. The information presented in this essay

Through the understanding of the elements involved in a research paper, a person can obtain the ability to complete good research. In research there are two questions asked; what is going on for descriptive research and why is it going on for explanatory research. The research design is simply the theory building approach to research. Although research design is the hardest part of research it is vital for research to be guided.
It is the structure of any scientific work. It gives direction and any systematic approach to the research. Like any other phenomenon, no research design is perfect on itself. Different type of research design has different advantages and disadvantages (Blakstad 2015). Thus research design is defined as an overall plan for research undertaking. Research design provides the solution that holds the research project together

Supply chain management (SCM) is based on the philosophy that firms operating in a supply chain are oriented to the provision of goods and services for the ‘final customer’ (Lambert and Cooper, 2000) . The literature strongly suggests that that cohesive collaboration in the supply chain can provide important benefits such as added value, efficiencies and client satisfaction (Stock, Boyer and Harmon,
The purpose of completing a research design is to create a plan for obtaining the required data, analysis of the data, and arrival at a resolution in a timely and cost effective manner. A sound research design will address the means of gathering information, the skills needed by the researcher(s), a time line for completion, and the cost of completing the research (Sekaran & Bougie, 2009). Historically, the more complicated a design is, the more time, money, and resources are needed for completion. It should be noted that sometimes in management, compromises have to be made to a “true” research study in order to address time and money constraints (Sekaran, 2009). A scientific research design will be
This article is about supply chain management (SCM). Its importance in the field of operation management. Supply chain management was discussed from the past three decades. This article tells about how supply chain management developed and how it will proceed in the future. The term “supply chain management” first appeared in the practitioner literature in 1982, which said that SCM is a way to manage resources and assets in a better way.
This paper describes the challenges of supply chains management. It examines the various areas that contribute to and organization 's strategic planning operations to enhance its profitability. It identifies the various elements of value to supply chain operations.
Supply chain management is the coordination of the processes and functions within a business, adopted by most companies in the UK in the late 1990’s. It deals with the internal and external factors that, when dealt with correctly and systematically, can determine a businesses success or failure. A supply chain is the network of activities that delivers a finished product service to the customer. By definition, supply chain management (SCM) is “the management of the flows of materials from suppliers to customers in order to reduce overall cost and increase responsiveness to the customers” (Reid & Sanders). SCM entails the co-ordination of the movement of good through the
The research design is primarily concerned with the structure and framework of plans within which empirical activities concerned with research are to be undertaken. It encapsulates concepts such as population and sample of the study, methodology and characteristic of the study as well as instrument for generation of data and defines the layout for the entire field work (Sullivan, 2001; Sarantakos, 2005). Similarly, Baridam (2008) describe research design as the basic question of how the focus of the research will be brought into and how they will be employed within the research setting to obtain the required information. It is a framework for collecting valid and reliable data to test the hypotheses and answer the research questions.
This refers to the plan, structure and format of any scientific or statistical work. It serves the purpose of guiding the researcher in his study and will set out the framework to be used. Research design will basically cover the data collection process, tools of collecting such data, how the tools will be used to collect data and how to analyze the collected data into a useful form (Gosling, 2014). A problem will be raised by researcher in which he will carry out his course study to draw an answer throughcollecting data (Meyer, et al, 2012).
